Civil society is the third sphere that exists alongside the private and public sectors to enable more responsive public policy. Civil society organizations play an intermediary role between state and society: they aggregate, represent and advocate legitimate interests of social groups, and liaison between them and the public policy decision-makers. At the grassroots, civil society organizations are often the first point of contact for ordinary citizens. In many instances, they are able to solve the most pressing problems of society – often without notice – below the reach of the government and local authorities, and represent vulnerable and marginalized groups.
Civil society organizations collaborate and coordinate with the public and private sector on the basis of inclusion, capability, equality and trust. By engaging both in governance and implementation, they can help raise oversight and accountability, create ownership of stakeholder communities and can increase the delivery capacity of service delivery providers if built into implementation systems.
