Governance Challenges and Lessons from the Singapore Model
As pressure grows for public sector performance and service delivery, the present government faces critical challenges in managing underperforming public sector organizations. This paper assesses the similarities between post-independence Singapore and democratized Pakistan, and the challenges faced by the present government. The analysis highlights the importance of the bureaucracy in driving change, the need for civil service reform, as well as options and alternatives for public sector management on the basis of the Singapore Model.
